August, 2004 Dear Del Monte Park Homeowner: As a property owner in Del Monte Park you could be adversely affected by the Pebble Beach Company's proposed development plans for the Del Monte Forest. The Monterey County Planning Commissioners and Supervisors are expected to be holding public hearings beginning in December, 2004 and in early 2005 on Pebble Beach Co's. pending applications for the largest group of new construction projects in the history of Pebble Beach. The applications include a major new Equestrian Center, with year round intensive usage, that is proposed in the Sawmill Gulch area south and west of your neighborhood, (see attached map). Details of these proposed projects are included in the enclosed "Short Summary of Applications" and on our website, As many of you know, the Sawmill Gulch area located to the south of Del Monte Park has been protected by two preservation and scenic easements for nearly twenty years. These easements, one by the California Coastal Commission and the other by the Monterey County Board of Supervisors, resulted from conditions place on the Pebble Beach Company's development of the Spanish Bay Resort complex. The Sawmill Gulch zoning was changed to "Open Space Forest" in recognition of the intent of the easements. At the time the residents of Pebble Beach and Del Monte Park assumed these easements were in perpetuity. The Pebble Beach Company's pending applications include plans for the existing historic Equestrian Center, located in the center of the Forest, to be relocated to the Sawmill Gulch site, despite the existence of these easements. The proposed relocation is to make way for yet another golf course, the eighth in the Forest. The major hurdles faced by the Pebble Beach Company in their Equestrian Center relocation plan are the easements and the very intensive usage proposed for the new Center. The Draft Environmental Impact Report on the Pebble Beach Company's development plans was issued in February, 2004. Responses were submitted to the County prior to March 22, 2004 and the Final EIR is now expected to be issued late this year. The Concerned Residents of Pebble Beach and Monterey County submitted strongly worded comments on both the easements and lack of any specific evaluations of the Equestrian Center's operational impact on the nearby residents.
